Beschrijving voorzijde A 5% short-term State Treasury obligation dated 1 June 1920, with the denomination '500' printed vertically at left alongside a central ornamental vignette incorporating a double-headed eagle. The face value in Cyrillic text is set in a central panel, with the issuing authority inscription above and official signatures of the Department Director of the State Treasury and the Chief Accountant below. The place and date of issue, Омск (Omsk), 1 June 1919, appear at the bottom, with French text along the left margin identifying the bond.

The Siberian Provisional Government at Omsk was Admiral Kolchak's White Army administration, and the currency it issued in 1919 was an act of political necessity as much as economic management. The Bolsheviks had nationalized the State Bank in 1917, forcing anti-Bolshevik governments across the former empire to improvise their own emission apparatus — Omsk being one of several competing centers of issue that year.

Printing in Omsk under wartime conditions meant inconsistent ink and paper quality across the run. The Eastern Front was collapsing by late 1919, and much of this issue circulated only briefly before Kolchak's government fell in November of that year, making high-grade survivors rarer than the catalog frequency suggests.
