The Second Siberian Provisional Administration occupied an awkward political position even by the chaotic standards of the Russian Civil War — it operated in the brief window between the collapse of Kolchak's authority and Bolshevik consolidation in western Siberia. Notes of this series circulated in a region where multiple competing currencies were simultaneously in use, and local acceptance was often a matter of geography and which armed faction currently held the town.

Pick S854 sits in a dense thicket of Siberian provisional issues from 1919, many of which were printed under severe supply constraints. Attribution of specific printing sources for this series remains contested in the literature.
