The Siberian Provisional Government at Omsk was one of several competing anti-Bolshevik administrations printing their own currency in 1918, and the State Treasury notes reflect the improvised urgency of that situation. Printing was done locally at Omsk rather than abroad — a necessity, not a choice, given the Civil War's disruption of normal supply chains to European printers.

The guilloche underprint is competent but clearly the work of a regional facility working at the edge of its technical capacity. Within months, the Omsk government would be superseded by Kolchak's All-Russian Provisional Government, and this specific issuing authority ceased to exist by late 1918.
