The Samara Directory — formally the Committee of Members of the Constituent Assembly, or Komuch — took control of Samara in June 1918 after Czech Legion forces seized the city from the Bolsheviks. Unable to print new currency quickly enough to meet payroll and procurement demands, Komuch overstamped existing Imperial and Provisional Government treasury notes with local authorization marks, giving already-circulating paper a second administrative life under a completely different political authority.
The base note predates the revolution by three years. That a 1915 Imperial treasury obligation ended up validated by an anti-Bolshevik socialist government in the Volga region during the Civil War is the only reason this piece exists in the form it does.
