Belarus issued these vouchers in 1992 as instruments for the transfer of state property to private hands — part of the broader post-Soviet privatization programs that swept the former republics after independence. Unlike Russia's famous voucher privatization under Chubais, which attracted significant foreign attention and secondary market trading, the Belarusian scheme was quickly curtailed as the political climate shifted against rapid privatization. Lukashenko's consolidation of power from 1994 onward effectively reversed much of what these vouchers were meant to achieve.

Printed domestically by Дзяржзнак Беларусі, which had only recently been established as an independent state printing facility.
