The Chaikovskiy Government — formally the Supreme Administration of the Northern Region — issued this note from Arkhangelsk after British and Allied forces landed in August 1918 to support anti-Bolshevik resistance. Nikolai Chaikovskiy, the elderly Socialist Revolutionary who nominally led it, had little real authority; the Allies controlled much of the military and financial apparatus. These notes were essentially occupation currency dressed in Russian administrative clothing.
The perforation security feature on S180 is the distinguishing characteristic of this specific emission — applied to differentiate authorized notes from earlier unperforated stocks circulating simultaneously in the region.
