| Obverse description | Short-term obligation of the Siberian State Treasury, with a small double-headed eagle vignette at left within an ornate cartouche, and denomination '500' printed vertically at far left. The central text area carries a Cyrillic inscription stating the obligation to pay five hundred roubles at the State Bank of Siberia on 1 October 1919, with a due date noted at upper right and the denomination 'Руб. 500' in a guilloche panel. The Provisional Government of Siberia — one of several competing anti-Bolshevik administrations that proliferated across Russia after October 1917 — issued this note from Omsk before Admiral Kolchak consolidated power in November 1918 and subordinated regional fiscal authority under the All-Russian Government. The note predates that coup, placing it firmly in the chaotic interregnum when Siberian White forces were still politically fragmented and financially improvised.
Printed locally in Omsk rather than by an established security printer, the series is prone to inconsistent ink coverage and variable paper quality — not damage, but a known characteristic of wartime provincial production under blockade conditions.
