The Vsevelikoye Voysko Donskoye — the Don Cossack Host government seated at Novocherkassk — issued its own currency throughout the Civil War as the White movement struggled to maintain any coherent monetary system in territory that changed hands repeatedly. This 500-rouble note was printed locally at Novocherkassk in 1919, during a period when the Don region was under serious Bolshevik military pressure following the collapse of the German-backed buffer arrangement that had partially stabilized the area in 1918.
Local production meant inconsistent paper stock and variable print quality across the run — something collectors regularly encounter with this series.
