Armavir, a trading hub in the Kuban region, briefly fell under multiple administrations during the Civil War — Bolshevik, then White Army, then Bolshevik again by early 1920. This note belongs to the chaotic interval when local branches of the State Bank, cut off from Moscow and from any reliable currency supply, simply printed their own obligations. The Armavir branch was one of dozens across southern Russia doing exactly that in 1918.
Provincial emergency issues like this one were produced with whatever printing resources were locally available. The single security feature — an official seal — reflects not negligence but the reality of a branch operating without specialized equipment.
