Issued to mark the Fifth Malaysia Plan (1986–1990), the economic blueprint through which Mahathir Mohamad's government attempted to recover from the commodity price collapse that had pushed Malaysia into its worst recession since independence. Rubber and tin — historically the twin pillars of Malaysian export revenue — had both cratered by the mid-1980s, and the Plan represented a decisive pivot toward manufacturing and foreign direct investment as primary growth engines.
