This note was issued to commemorate the Asian Development Bank's headquarters being located in Manila — specifically in Mandaluyong City — making it one of the few Philippine commemorative issues tied to an international financial institution rather than a historical figure or national event. The ADB was established in 1966, and the Philippines has maintained a close institutional relationship with it since founding membership.

P#214B is a variant within the New Generation Currency series introduced by the BSP starting in 2010, designed in-house by Romeo Mananquil and produced entirely at the Security Plant Complex. Full domestic production of Philippine banknotes at the Quezon City facility has been consistent since the late 1970s.
