Western Sahara has no functioning government mint, no sovereign currency, and no internationally recognized authority to issue coinage. These pieces were produced entirely for the collector market by private firms operating under licensing arrangements — the "issuer" designation is nominal at best. The Olympic wrestling theme has no particular connection to Western Saharan territory or its population.
KM#21 is one of several near-identical fantasy issues attributed to Western Sahara throughout the 1990s, all sharing the same production model.
