正面描述 Central device consists of a flame within a laurel wreath, serving as the United Nations symbol for Human Rights. The legend HUMAN RIGHTS arcs above the central motif in the upper field. The commemorative dates 1948 and 1978 flank the wreath on either side, marking the thirtieth anniversary of the Universal Declaration of Human Rights. The trilingual inscription ΚΥΠΡΟΣ / CYPRUS / KIBRIS appears below in the exergue, rendered in Greek, English, and Turkish respectively.

Issued to mark the 30th anniversary of the Universal Declaration of Human Rights, this coin appeared just four years after the Turkish military intervention that partitioned Cyprus — a timing that gave the commemorative a sharper political edge than its nominal subject might suggest. The government in Nicosia was by then administering only the southern portion of the island, lending the human rights theme an unmistakable local resonance.
