Cyprus boycotted the 1980 Moscow Olympics along with roughly 65 other nations following the Soviet invasion of Afghanistan, making this commemorative an oddity: a coin issued by a country whose athletes did not attend the Games it celebrates. The Cypriot government nevertheless proceeded with the issue, almost certainly for the straightforward reason that commemorative sales generated hard currency revenue regardless of political posture.
