Three manuscript signatures appear beneath the legend 'EESTI AJUTISE WALITSUSE NIMEL' (In the name of the Provisional Government of Estonia), with text in Estonian, German, French, and English along the side margins, and 'SEERIA B' cartouches at top and bottom centre. |
