Sagan — now Żagań in southwestern Poland — was a mid-sized Lower Silesian town best known, if at all, to later generations for its Stalag Luft III camp. In 1922 it was an unremarkable German municipality caught in the same hyperinflationary spiral that forced hundreds of city treasuries and savings offices to issue their own emergency denominations. The Stadtgirokasse, essentially a municipal giro clearinghouse rather than a proper bank, had no natural business issuing currency — necessity made it one.
Flemming & Wiskott in Glogau were a natural choice for regional Notgeld commissions throughout Silesia during this period, handling volume work for multiple municipal issuers simultaneously.
