Dresden-Neustadt was one of dozens of German district administrations that resorted to printing their own emergency currency as hyperinflation gutted the Reichsmark's purchasing power in 1922. This note was issued by the Bezirksverband — the district association responsible for local administrative spending — rather than a bank or commercial body, which is why the signatories are a regional official and a district cashier rather than any banking authority.

Pässler was a Dresden commercial printer, not a security printing house. The signatures of Dr. de Göseberg and Müller gave it whatever legal standing it had locally.
