German Notgeld at the 500 Mark level reflects the acute inflationary pressure of mid-1922, when municipal and district authorities were printing emergency scrip simply to keep wages moving. The joint issuance by two administrative districts — Köln-Mülheim and Wipperfürth, with Bergisch-Gladbach named — is itself a marker of bureaucratic improvisation under economic stress; such cooperative regional issues were administratively awkward and relatively short-lived.
Heiss & Co. in Köln-Lindenthal handled considerable Notgeld work during this period. By the time hyperinflation peaked in 1923, notes like this had been rendered worthless in a matter of weeks.
