The 1999 Manat series was issued as Turkmenistan consolidated its post-Soviet monetary identity under President Niyazov, who had declared independence from Moscow in 1991 and subsequently built one of the most isolated personality cults in the former Soviet space. Coin production for Turkmenistan during this period was contracted to foreign mints, as the country lacked domestic striking infrastructure.

The 500 Manat denomination reflected chronic inflation that had eroded the currency's purchasing power sharply through the mid-1990s.
