The 1984 World Fisheries Conference, held in Rome under FAO auspices, prompted a wave of commemorative issues from member states — Turkey among them. The conference was convened partly in response to the collapse of several major global fish stocks during the 1970s, a crisis accelerated by the expansion of industrial trawling fleets and the failure of existing international agreements to enforce meaningful catch limits.
KM#968 was struck in the same 28.28g copper-nickel specification used by dozens of nations for FAO-themed commemoratives during this period, a deliberate standardization that made joint display sets commercially viable.
