Turkey's 1978 FAO coinage was part of the United Nations Food and Agriculture Organization's long-running program that encouraged member states to mint coins publicizing food security initiatives — a program that produced hundreds of issues across dozens of countries through the 1970s and into the 1980s. The Turkish entry came at a particularly turbulent domestic moment: 1978 saw the country under Bülent Ecevit's government navigating severe balance-of-payments crises and spiraling inflation that would eventually force an IMF austerity package the following year.
