Part of a broader wave of thematic commemorative issues Zambia produced through the early 1990s as the country transitioned from Kenneth Kaunda's one-party UNIP state to multiparty democracy following the 1991 elections. The rights-themed series reflected the new political mood under Frederick Chiluba, whose Movement for Multi-party Democracy had campaigned explicitly on civil liberties platforms largely suppressed under the previous government.
Struck to standard modern commemorative specifications by a contract mint, not the Bank of Zambia's own facilities.
