Part of Zambia's early-1990s commemorative program issued around the time the country transitioned from a one-party state under Kenneth Kaunda to multiparty democracy in 1991 — the first such transition in Zambia's post-independence history. The "Rights of Association" theme directly reflects that political shift, as freedom of assembly and political association had been constitutionally suppressed since 1972.
