Store Norske Spitsbergen Kulkompani — majority state-owned since 1932 — operated the mining settlements of Longyearbyen and Ny-Ålesund on Svalbard under a legal framework that made normal Norwegian currency impractical for daily settlement. The company issued its own scrip, redeemable only at the company store and canteen, a system that effectively bound workers' wages to company-controlled commerce. This was not unusual for remote Arctic industrial operations of the period, but the denomination range extended unusually high, suggesting the scrip handled significant transactions, not merely small purchases.
Svalbard's peculiar status under the 1920 Spitsbergen Treaty — Norwegian sovereignty, but open to citizens of signatory nations — meant the workforce was internationally mixed, predominantly Norwegian but with Soviet miners at Barentsburg operating a parallel Soviet scrip system simultaneously on the same archipelago.
