The P#44 series ran through six years and three governor pairings, a span that coincided with Norway's turbulent early 1990s banking crisis — one of the worst in Western European postwar history. At its peak, the state had effectively nationalized three of the country's largest commercial banks to prevent systemic collapse, making this the note in heaviest circulation during a period of genuine financial emergency rather than routine commerce.
Sigbjørn Johnsen's austerity policies and the eventual managed recovery mean that later-dated examples with the Storvik signature pairing circulated into a markedly more stable economy than the Skånland-signed issues.
