This is a fantasy note — no such institution as the Bank Van Nederlands Ceylon ever existed, and the denomination has no monetary basis in either Dutch colonial Ceylon or any successor state. Issued in 2016 by a private designer rather than any central authority, it belongs to a genre of polymer novelty pieces produced primarily for collectors and prop use, with no legal tender status anywhere.
Franck Medina has produced several such fantasy issues; the holographic strip is a design choice borrowed from legitimate currency security practice, not a regulated feature.
