Paraguay's 1952 monetary reform replaced the old peso with the guaraní at a rate of 100 to 1, making this note part of the country's first purpose-built currency system under the new central bank, which had only been established in 1952. The five distinct signature combinations documented for P#190 span nearly a decade of ministerial turnover — unusual density for a single Pick number — and reflect the political instability of the Stroessner years following the 1954 coup.

The shift from notes without fibres to those with fibres at right marks a mid-run security upgrade by De La Rue, making the fibre variants marginally later and less common in circulated grades.
