Siping's grain rationing system persisted well into the reform era, and this 1987 flour stamp reflects the administrative friction of that transition — market liberalization was already underway nationally, yet municipal food bureaus across northeastern China continued issuing ration coupons for staple grains because local supply chains hadn't caught up with central policy. The Food Bureau stamps of Jilin province from this period are among the more systematically issued, with denominations tied to specific commodities rather than the generalized grain-unit stamps common elsewhere.
White flour allocations were tracked separately from coarse grain, reflecting genuine dietary stratification in the ration system.
