Chinese municipal ration coupons of this type were issued by local grain and oil bureaus under the planned economy's commodity allocation system, which persisted well into the 1980s even as broader market reforms were already underway. Cooking oil remained tightly controlled — household allocations were tracked at the neighborhood committee level, and these stamps functioned as the physical mechanism of that control.
Huaiyin, in northern Jiangsu, was a mid-tier administrative city with no particular printing infrastructure of its own; local coupons were typically produced through provincial printing arrangements. By 1987, the national ration system for edible oils was approaching its final years — full deregulation came in the early 1990s.
