Chinese county-level grain bureaus issued ration coupons like this one as part of the state's commodity rationing apparatus, which persisted well into the reform era despite market liberalization beginning in 1978. Huojia County, in northern Henan's Xinxiang Prefecture, administered its own grain allocation separately from provincial quotas — local bureaus printed and honored their own coupons, making these instruments non-transferable outside the issuing county and essentially worthless once the local harvest accounting cycle closed.

By 1986, national grain rationing was already under pressure from Deng Xiaoping's agricultural reforms, and most county systems were wound down before 1993 when the national grain coupon system was formally abolished. Huojia examples from this late period are scarcer than mid-period issues precisely because production runs were declining as the system collapsed from within.
