The "S.O.S. Palmyra" issue was struck in direct response to the destruction wrought by ISIS across the ancient Syrian city between 2015 and 2017, during which temple colonnades, the Arch of Triumph, and the 2,000-year-old Temple of Bel were systematically demolished. BEAC — the issuing authority for Cameroon, Chad, the Central African Republic, Equatorial Guinea, Gabon, and the Republic of Congo — had no historical connection to Palmyra whatsoever. The coin is a purely commercial commemorative produced for the collector market, issued under a legal tender framework that exists largely to facilitate exactly this kind of numismatic licensing.
