The Banque de la République du Burundi was operating under extraordinary pressure during the initial years of this series. The country was deep into a civil war that had begun in 1993 following the assassination of President Melchior Ndadaye, and a regional trade embargo imposed by neighboring states in 1996 severely restricted the government's import capacity — including materials needed for currency production.
P#38 ran across a decade of issues, with printer and minor specification changes across the run that make date attribution more consequential than it might appear for a note of this denomination.
