The New Hebrides was a Franco-British condominium — one of the stranger colonial arrangements in Pacific history, with dual administration, dual currency, and dual legal systems running simultaneously. By 1979, independence negotiations were already underway; Vanuatu would be proclaimed in July 1980. This pattern was struck for the UN's International Year of the Child but never approved for circulation, almost certainly because the issuing authority knew the New Hebrides as a political entity had less than a year left to exist.
