The Institut d'Émission des Départements d'Outre-Mer was established in 1959 specifically to handle currency for the French overseas departments — Réunion, Martinique, Guadeloupe, and Guiana — after the Caisse Centrale de la France d'Outre-Mer ceded that function. This note is department-specific, carrying the Réunion designation rather than a generic issue, which was the deliberate policy of the IEDOM to maintain regional accounting distinctions even within a unified printing programme.
Clément Serveau designed extensively for the Banque de France across several decades; Camille Beltrand came from a family of engravers with deep roots in French intaglio work. The two signature combinations — Postel-Vinay paired first with Calvet, then with Clappier — reflect successive changes in the institute's directorship during the note's active period.
