The Bank of Central African States issues commemorative currency on behalf of six member nations — Cameroon, Central African Republic, Chad, Republic of the Congo, Equatorial Guinea, and Gabon — under a framework inherited from the franc zone arrangements of the post-independence 1960s. The BEAC has no legal obligation to produce coins with practical circulation intent, and issues like this one are minted explicitly for the collector market, often through contracted European minting houses with no physical connection to the issuing territory.
