Chad's CFA franc is issued under the authority of the Bank of Central African States, which means a landlocked Sahelian nation had to formally coordinate with a six-country monetary union to produce a coin celebrating South Korean soju culture. That bureaucratic incongruity is part of why these novelty issues exist at all — the BEAC licenses small commemorative runs to generate hard currency revenue entirely detached from domestic monetary circulation.
