Benin has no independent monetary authority — it is a member of the West African Economic and Monetary Union, and its coinage is issued through the BCEAO. The "Love" series, like most Beninese collector issues, was produced under licensing arrangements with European minting houses targeting the novelty bullion market rather than any domestic circulation need. These pieces are legal tender in name only.
