The BCEAO issues commemorative silver under the CFA franc framework largely as a licensing arrangement — the coins are legal tender in member states on paper, but are struck by private mints for the international collector market and never circulate. The Chinese Panda series connection here is purely commercial: panda-themed coinage from African issuers has proliferated since the mid-2010s, trading on the established demand for China's own Panda bullion series while routing production through jurisdictions with looser commemorative licensing constraints.
