Togo issued a wave of silver commemoratives in the late 1990s under licensing arrangements that had little to do with the issuing nation itself — the Apollo 11 pieces among them were produced for the collector market, not circulation, and were distributed almost exclusively through European and American coin dealers. The CFA franc zone gave these issues nominal legal-tender status, but no Togolese bank ever expected to redeem one.
The 30th anniversary of the 1969 lunar landing generated a predictable flood of such issues from small-denomination sovereignties worldwide. Mintages were typically low on paper but secondary-market saturation suggests otherwise.
