The Republic of the Congo issued a wave of commemorative silver pieces in the early 1990s with almost no connection to domestic monetary policy — these were foreign exchange earners, produced under contract for the international collector market and never intended to circulate in Brazzaville. The 1992 Barcelona Games generated one of the heaviest commemorative licensing booms in Olympic history, with well over a hundred issuing authorities striking coins for the program.

Congo's entry into that market came through standard arrangements with European minting contractors, a practice that rendered the issuing nation largely nominal.
