The 1994 date on this note places it squarely within one of the most catastrophic years in Rwandan history. Whether notes from this printing reached circulation before or during the genocide — which began in April of that year — is genuinely difficult to establish, and the disruption to all normal banking and commercial activity means distribution was deeply uneven. Giesecke & Devrient delivered the printed sheets; what happened after is a matter of wartime logistics and survival, not monetary policy.
P#23 is the final issue of the pre-franc-rwandais series. It was superseded in 1995.
