Europa Island has no permanent population, no local economy, and no monetary system — it is a French-administered nature reserve in the Mozambique Channel, staffed only by a rotating military detachment. These coins are legal tender by French territorial decree but were never intended for circulation and have never functioned as currency in any practical sense. They exist purely for the collector market, issued under the administrative umbrella of the Scattered Islands, a grouping France has administered since 1960 and which Madagascar and Mozambique both claim as their own territory.
