The Institut d'Émission d'Outre-Mer was established in 1966 to take over currency functions for French Overseas Territories from the Caisse Centrale de la France d'Outre-Mer. This 500 Francs note, running through a remarkably long issue window of over two decades, circulated across geographically scattered territories — French Polynesia, New Caledonia, and Wallis and Futuna — all sharing identical notes despite having little economic connection to one another.

The Banque de France printed the series at its Paris atelier, which handled most IEOM production throughout this period. The watermark remains the sole mechanical security feature, modest even by the standards of its time.
