The sheer number of signature combinations on this single Pick number — thirteen across just six years — reflects the institutional turbulence of the early post-independence period, when member states were cycling through finance ministers and BCEAO directors at a pace the printed notes could barely keep up with. Robert Julienne's signature persists through nearly every combination until Abdoulaye Fadiga takes over as Director General in late 1965, making Julienne the one fixed point across a rapidly shifting set of national representatives.
Henri Konan Bédié's appearance on the 1965 pairings is worth noting — he was Côte d'Ivoire's Finance Minister before eventually becoming the country's president in 1993.
