Hungary issued this piece as part of its extended commemorative program for the 1988 Calgary Winter Olympics — one of several socialist-bloc mints that produced Olympic silver well ahead of the games, partly to generate hard currency through international coin dealers rather than domestic circulation. Budapest had refined this approach through the 1984 Los Angeles cycle, despite Hungary's participation in the Eastern Bloc boycott of those Games.
