Bosnia and Herzegovina issued this coin in 1996 while the country was barely a functioning state — the Dayton Agreement had been signed only months earlier, and the institutions capable of authorizing commemorative coinage were still being assembled from the wreckage of a four-year siege and civil war. That a numismatic program was operational at all is more remarkable than anything about the coin itself.
