Prepared by ZIN in 1990 but never formally released into circulation, P#106A belongs to a period when Yugoslav monetary policy was lurching between redenominations — the 1990 reform had just stripped four zeros from the dinar, and hyperinflation would render even newly designed notes obsolete before they could be distributed. This note's non-issuance almost certainly reflects that arithmetic: by the time printing was complete, the denomination was already economically irrelevant.
The entirely domestic production — design, engraving, and printing all handled within Belgrade — reflects Yugoslavia's long-standing policy of keeping currency manufacture in-house at ZIN, established under the Kingdom in 1929.
