ZAVNOH — the regional anti-fascist council for Croatia — issued this note in 1943 as a direct challenge to both the Ustaše kuna and the Italian-backed occupation currencies circulating across the Partisan-held territories. The dual denomination, 500 Dinara equated to 500 Kuna, was a deliberate hedge: the Partisans needed their scrip accepted by a population still uncertain which monetary order would survive the war.
Vladimir Nazor, whose signature appears as president, was a celebrated Croatian poet who had crossed into the forest with Tito's forces at the age of 67 — his presence on the note was political theater as much as administrative formality.
