Vietnam's shift to nickel-plated steel coinage in the early 2000s was driven by chronic underproduction of circulating coins relative to banknotes — the đồng had functioned almost entirely as a paper currency for decades, with coins so rarely seen that many Vietnamese simply refused them in daily transactions. The 500 đồng was minted in part to support smaller-denomination commerce as the country accelerated market reforms under Đổi Mới policy, though public resistance to coin use persisted well past this issue.
