Uzbekistan's coupon system was a transitional measure introduced after independence, bridging the gap between the Soviet ruble and the permanent som, which wasn't issued until July 1994. These quarterly coupons were distributed to citizens to supplement or replace ruble transactions and were tied to specific time periods — the 4th quarter designation made them non-redeemable outside their validity window, a deliberate mechanism to control the money supply during an extremely unstable period.
The series is often undervalued by collectors, partly because the coupons were produced cheaply and survived in quantity, and partly because the quarterly format makes systematic completion harder than it first appears.
